SINGAPORE

The Housing Development Board (HDB) and Land Transport Authority (LTA) announced on Wednesday, 6 October 2022 that they would gazette four public housing estates as car-lite in their push towards sustainability.

The four areas are Ulu Pandan, Mount Pleasant, Tengah, and the Greater Southern Waterfront. Two other areas which will also be gazetted are Pearl’s Hill and Tanjong Rhu and all six will take effect on 31 October 2022.

The push towards a car-lite society will see Singapore emphasise public transport over private transport. As a result, the estates will be designed accordingly, with fewer parking spaces that will be prioritised for residents and more green spaces for recreational activities.

In November this year, Build-To-Order (BTO) flats in Ulu Pandan will be launched as the first HDB car-lite precinct. The eastern half of Ulu Pandan is designed with greenery and blue elements such as rain gardens and bioswales (channels to treat surface water run-off).

ERA Realty’s head of research and consultancy Nicholas Mak said “While owning a car is still a preference among many Singaporeans, the rising COE (certificate of entitlement) prices favour a car-lite push.”

For now, there are ten gazetted car-lite areas in Singapore – Kampong Bugis, Marina South, Jurong Lake District, Bayshore, Woodlands North, Jurong Innovation District, one-north, Punggol Digital District, Springleaf and Woodlands Central.

Wednesday’s announcement is the next step in the push for a car-lite nation, among other initiatives such as facelifting 500m of Orchard Road by 2025, for greener spaces and recreational areas.

Other plans in the pipeline include the Cross Island Line – Singapore’s longest fully underground line connecting Jurong Lake District, Punggol Digital District and the Changi region – which is slated to open by 2032.
